Of course the sign could have been put up AFTER the accident as a critical comment aimed at the pilot of the Cessna. You know, put up by those guys that sit by the end of the runway, grade your landing, and hold up the numbers over their heads.

Looks like it could be of case of someone learning to fly but not leaning how to tie down an airplane properly!
