I'm sure we're all familiar with the fact that credit card companies charge retailers for swiping their cards, varying fees that vary by state and other considerations. But guess who's jumped on that money-grubbing action? State governments are now doing it with EBT cards...In MN it's a hefty 4.5%. ANYONE in MN who accepts EBT cards is inflicted with this strong-arm theft.
Yes, EBT acceptance is voluntary here, but when more and more small stores and gas stations refuse to take them, just watch the state come to the rescue and MANDATE acceptance.
They're already running out of Other Peoples Money. Take into consideration that likely more than half of a store like Walmarts daily take is from foodstamps it's not hard to understand the idea behind this scam. Bilk the taxpayer, bilk the system, then go after those who try to work with it.

That just means the cost of the items most frequently purchased with EBT will rise by 5% to compensate. The effect is, the state immediately takes a skim off the top of the individual's benefit by forcing a higher price structure. Certainly no business is going to simply suck up a 4.5% rise in cost without passing that along to the consumer. We see this happen in automobiles every time the feds mandate some other technology that "we need." The automakers simply tack that equipment in and charge outrageous prices for it, then make us feel better about buying it by making it part of an option package that they build into every vehicle off the line. See, you're getting all this stuff at a reduced price because it's part of a package. Left unsaid is, "even though you don't want it." Couple years ago I went in search of a new truck, and I ended up not buying one because every single one on the lots had Sirius Radio built in as an "option." I said either take it out or order me one from the factory without it, but dealers won't do that because they make the most money and return by moving what the factory sends them. In effect, it's buy what we got or go without. So, I went without.
Try and buy one with NO option packages. Those just don't exist unless you're purchasing a fleet of them for a business and specifically want them out of the factory that way. Average consumer... he's buying packages want them or not.
The state will glom onto any means to intake money that they can. That's why no budgets ever go down, because they keep increasing their "role" and thereby need additional funds to do it with, more staff, bigger kingdoms.
