More seriously, would it be a device for measuring the muzzle velocity ? Or maybe to video the shell as it leaves the barrel ?

It is indeed a silencer for a tank. Here is a brief cutnpaste from the website I got the photo from.
As my helpful correspondents pointed out, it is indeed a piece of test equipment, used by the German Army's Wehrtechnische Dienststelle (military engineering department). As it turns out, it is a silencer, to reduce the earth shattering kabooms that'd otherwise drive the good people of Meppen, near the test range, nuts.

Man, you guys don't know nothin'! Can't you recognize a vehicle accessory when you see one? Them are just the latest in tube speakers, part of the Army's entlistment outreach to the younger crowd.
