I need to clarfy reference points used to measure moment arms. I believe one is the elevator hinge line, and one is the engine drive washer. Is the third one the CG?

If you want to be technically correct, and get some useful data, measure from the mean aerodynamic center(MAC) of the wing(which you have to find by either consulting the plans, or estimate by finding the quarter chord of the average chord) to the center of gravity, and to the MAC of the tail. Those are the numbers that go into aero analysis equations.
If you just want some quick and dirty comparisons for different versions of the same plane, measure from the thrust washer to the leading edge, and from the trailing edge/flap hinge line to the stab hinge line. That way you'lll find out if the builder made any major changes. You can later take the numbers and translate them into the useful ones on the plans.
