Assuming you built it straight and it is properly balanced with the CG at about 1/3 of the chord aft of the leading edge, pretty much any airplane will be controllable if you set the throws about 15 degrees each way.
If she's not responsive enough, increase the throws from there, but 15 degrees of throw should be more than enough control to make your first few test/trim flights.
Most new planes get into trouble because there is too much throw, rarely because there is too little.

I am installing my magnum 52 4 stroke engine on the eindecker 46 and the engine mounts at a 45 degrees and what i want to know is on the 52 4 stroke bottom of the engine it has a nipple for excess oil/fuel to drain out and away from the bottom of the plane when it is mounted upright now since the engine is at a 45 what happends to the excess

It may well accummulate inside the case. Post-flight or engine testing tip the plane up so the overflow and engine are level and see what drips out. Helps if the oil is still warm. A white sheet of paper as a drip tray below will soon let you know.

As noted -- but don't worry about it.
